Process: The Design Phase
This phase is a seamless extension of the planning phase. In this phase the conceptual design solidifies functional descriptions; pre bid requirements, specifications and operational characteristics are developed. As in Phase I, the separation of activity into discrete steps assures a smooth flow of information.
- Develop Functional Description. A complete functional description for the solution components and their interfaces is developed. The initial test plans and acceptance criteria for each major component are documented. Optionally, the design can be validated through computer simulation or other tools.
- Pre-Bid Requirements. In this step the functional description of each solution component is documented in pre bid format. This step includes the documented acceptance criteria, rules for make/buy decisions and purchase requirements for bids are issued.
- Initiate General Design. This step encompasses the integration of tactical control and material movement. The operating policies and procedures are identified and summary documentation is completed.
- Vendor Recommendations. Vendors will begin to contest the bid specifications. This often provides valuable suggestions. Each recommendation will be reviewed by the appropriate project team members. The initial evaluation/selection is made and vendor site visits are scheduled as deemed worthwhile. The vendors may choose to submit recommendations for a complete, consistent solution for review by the project team before the client approves the recommended purchase.
- Integration/Make Requirements. For those requirements that cannot be satisfied with standard products, the requirements are specified--for both the manufacture and the integration of the affected components are developed and documented. The functional approach to the acquisition of these components will be determined.
- Final General Design. The final general design is the culmination of the preceding efforts. This step documents the design including the implementation sequencing and strategy. These documents identify costs, timing and risk management.
